thletes know that they can only succeed in winning in their sport, by training (learning how to do things well and efficiently) and practicing….again, again, and again. We practice so that we can keep the brains and muscles working efficiently with each other, and also so that we can find out what parts of our actions are perhaps not as efficient as they need to be.  That provides us with information we need in order to improve our performance.  Why is this also true for preparing a large number of organizations and individuals to work together effectively in a disaster response?  What kinds of training and exercising are needed?
